Mr. Ryan

asked the Minister for Justice the authority for the erection of Road Closed signs during sittings of the court in Green Street, Dublin, and the penalties to which persons not observing the signs render themselves liable.

I am informed by the Garda authorities that the practice of diverting traffic from Green Street while the criminal courts are in session has gone on for as long as any serving member of the Force in Dublin can remember. It does not apply to vehicles entering for business purposes. It is thought that the practice may have been originally authorised under regulations made under the Dublin Traffic Act of 1875.

The question of a penalty has never arisen, and since the Gardaí have always found that both the general public and the traders in the area were most co-operative in the matter, they have not considered it necessary to apply to the local authority for an Order under Section 35 of the Local Government Act, 1955.
