asked the Minister for Finance the total amount of money allocated to local authorities as Employment and Emergency Schemes Vote grants, the amount allocated to each local authority and the method used in calculating the amount of the allocation.
Ceisteanna—Questions. Oral Answers. - Employment and Emergency Scheme Grants.
It is assumed that the question relates to the allocations made to local authorities in 1962/63 under subheads C, Urban Employment Schemes and D, Rural Employment Schemes, of the Employment and Emergency Schemes Vote. These are in the form of tabular statements which I propose, with the permission of the Ceann Comhairle, to circulate in the Official Report.
The subhead C allocation is settled by making an arithmetical division of the total provision, proportionate to the number of unemployment assistance recipients in each area, and then making minor adjustments in these figures to secure suitable weighting in favour of the smaller areas, and also to avoid as far as possible extreme changes in the amount of each grant compared with previous years.
The subhead D allocation is related to the combined number of unemployment assistance recipients and unemployment insurance benefit claimants in each non-urbanised town. As the provision is not sufficient to cater for all towns a minimum qualifying figure is fixed and the grants are allocated to the qualifying towns on a scale proportionate to the number of eligible unemployed in each.
