andMr. McQuillan asked the Minister for Health whether, in view of the serious hardship imposed on those in middle income groups and white collar workers generally during periods of illness by the very high cost of drugs and medicines, he will consider introducing some form of State subsidy to assist those people while awaiting the findings and recommendations of the Select Committee on the Health Services.

As the Deputies will be aware, under Section 14 of the Health Act, 1953, health authorities are empowered to supply drugs and medicines to persons who, because of the financial hardship involved, are unable to meet the cost of these items for themselves and their dependants, even though they do not hold general medical services cards. Health authorities were asked by my Department some time ago to ensure that persons concerned are made aware of their right to apply for drugs and medicines in such circumstances.

The payment of a subsidy towards the cost of drugs and medicines on the lines suggested by the Deputies, however, would require amendment of the Health Acts and I think that it would be inappropriate to consider the introduction of such legislation in advance of the findings and recommendations of the Select Committee on the Health Services.
