Mr. Ryan

asked the Minister for Local Government if he will approve the establishment of a post of Clerk to the Council of the City of Dublin, having regard to the need for such an officer to assist the City Council to discharge more efficiently and effectively its functions.

It is the statutory duty of the Dublin City Manager and Town Clerk to advise and assist the Dublin City Council generally in regard to the exercise of its functions. I understand that the general secretarial duties in relation to the City Council are performed by the staff of the Finance Department of the Corporation under the general direction and control of the City Manager and Town Clerk. I have received no intimation that this arrangement does not provide the Council with efficient or effective assistance.
