asked the Minister for Education (1) what measure of progress in the provision of scholarships has been achieved to date in each of the county borough and county council areas since the passing of the Local Authorities (Education Scholarship) (Amendment) Act, 1961, and (2) if he will give the figures for each local authority for the years 1962-63 and 1963-64, showing (a) the actual grant paid from State funds towards the cost of the scholarships, or the estimated amount, (b) the maximum grant from State funds permissible under the Act for this purpose if each local authority availed of it in full, (c) the estimated amount which would have to be levied on the local rates if the local authority availed of the maximum grant and (d) the actual amount provided in the local rates estimates towards the costs of scholarships under the Act.

asked the Minister for Education the maximum grant which would be available from State funds to each local authority towards the provision of scholarships under the Local Authorities (Educational Scholarship) (Amendment) Act, 1961 for the year 1964-65 if each local authority opts to avail of it in full, and an estimate of the amount that may be applied for.

With your permission, a Cheann Comhairle, I propose to take questions Nos. 69 and 70 together and to circulate with the Official Report a statement giving the information requested by the Deputy.

Following is the Statement:

STATEMENT OF PROGRESS MADE IN THE IMPLEMENTATION OF THE LOCAL AUTHORITIES (EDUCATION SCHOLARSHIPS) (AMENDMENTS) ACT, 1961

Under Section 4 of the Act the State is empowered to give grants to Local Authorities on the following basis:——

Financial Year

1963-64—equivalent of the produce in the rates of 1d. in the £1 or one-half of the Local Authority's expenditure whichever is the less:

1964-65—equivalent of 2d. in the £1 or one-half of the expenditure whichever is the less:

1965-66—equivalent of 3½d. in the £1 provided the Local Authority contributes 3d. in the £1 or one-half of the expenditure whichever is the less.

1966-67—equivalent of 5d. in the £1 provided the Local Authority contributes 4d. in the £1 or one-half of the expenditure, whichever is the less.

In accordance with Section 4 of the Act, the State grants are payable in arrears i.e. the State grant in respect of the expenditure incurred by Local Authorities in the year 1962-63 being payable in the financial year 1963-64.

All County and Borough Councils qualified for the maximum grant in the financial year 1963-64. It is estimated that all Councils with the exception of Cork County Council will qualify for the maximum grant in the financial year 1964-65. In the case of that County Council it is estimated that their total expenditure in the year 1963-64 will be £13,950 of which the State grant will be £6,975. It is estimated that this will be the equivalent of the produce of 1.33d. in the £1.

The value of individual scholarships awarded by the various County and Borough Councils was on average increased by about 22 per cent subsequent to 1961.
