asked the Minister for Local Government what positions in the Dublin Corporation have up to the present been normally filled by promotion within the service; and what posts have been invariably filled by recommendation from the Local Appointments Commission.

Offices to which the Local Authorities (Officers and Employees) Act, 1926, applies or has been applied, are normally filled on the recommendation of the Local Appointments Commission. This procedure applies in relation to the offices of City Manager and Assistant City Manager and to offices the qualifications for which are wholly or in part professional. It also applies to a limited number of offices to which the Act of 1926 has been applied by Order. The remaining offices in the Corporation above recruitment grade level are normally filled by way of the promotion of existing personnel.
