(South Tipperary) asked the Minister for Social Welfare if he will consider payment of a supplementary pension to non-contributory old age pensioners without other means of support on certification by a public assistance authority.

The rates of non-contributory old age pension payable are, of course, laid down by statute and I have no power to alter them. The question of an increase in old age pensions and other social welfare payments and provision of the moneys needed to finance them are matters for consideration in connection with the general budget proposals.
