asked the Minister for Finance if he is aware of the fact that county council gangers engaged in carrying out minor relief works for his Department do not qualify for superannuation during the period they are so employed despite the fact that supervising gangers do so qualify; and, if so, if he will have the matter rectified.

Where permanent county council workers, pensionable under the Local Government (Superannuation) Acts, are detached temporarily from their normal county council work to act in a supervisory capacity, or in a post requiring special skill, on schemes carried out by the Special Employment Schemes Office, they may have the period of such employment credited for pension purposes under a special arrangement with the county council. The men are retained on the council payroll, and are seconded for the temporary work, subject to the amount of their wages and other costs being repaid to the council. This facility is available to county council gangers as well as supervising gangers. It does not, however, apply to persons who are not employed permanently by the county council, and who would otherwise have been unemployed during the period they were engaged on Special Employment Schemes Office schemes.
