2. The proposals made to the Minister for Justice, in the last five years by the Rules Committee consist of the following:
(1) Circuit Court Rules, 1961, which prescribed a revised mode of address of judges of the Circuit Court.
(2) Circuit Court Rules, 1962, which prescribed a revised form of seal for use in the Circuit Court.
(3) Circuit Court Rules (No. 2), 1962, which postponed until the 1st January, 1963, the introduction of the revised form of seal.
(4) Circuit Court Rules (No. 1) 1963, which further postponed until the 1st March, 1963, the introduction of the revised form of seal.
(5) Circuit Court Rules (No. 1), 1964, which prescribed revised opening hours for Circuit Court Offices.
(6) Draft Rules last submitted on 30th July, 1964, to provide for (a) increase in costs, (b) procedure under the Registration of Business Names Act, 1963, and (c) procedure for lodgement of money in Court in answer to a counter-claim.
Note:
The Minister informed the Committee on 22nd September, 1964, that he was unable to agree to the increased costs proposed and that accordingly he did not propose to concur in the making of the Rules. The Rules have not since been resubmitted to the Minister by the Rules Committee. The draft Rules under (b) and (c) were the subject of a suggestion by the Minister to the Rules Committee. On 13th February, 1965, the Minister suggested that the Rules Committee consider making a separate set of Rules in respect of procedure under the Registration of Business Names Act, 1963 and in respect of procedure for the lodgment of money in court in answer to a counter-claim.
(7) A proposal made on 2nd October, 1961, that a draftsman be appointed in connection with the proposed general revision of the Circuit Court Rules.

The Rules Committee were notified by the Minister on 28th April, 1962, of the appointment of a draftsman.
