asked the Minister for Local Government if he is aware that an entrance fee is imposed to permit access to some public beaches, particularly in the Wicklow area; and if he will take the necessary steps to ensure that free access to all public beaches is made available to all citizens.

The Local Government (Planning and Development) Act, 1963, enables public rights of way to be created over land by agreement with the landowner, or, subject to a right of appeal, to the Minister, by compulsory order. The use of those powers where required to ensure adequate public access to seaside and other places of recreational resort is a matter for the planning authority concerned.
