asked the Minister for Education if, in the light of promises made during the last general election, and the recent publication of the report on education, he can make available for students loans to enable them to proceed with their studies, these loans to be repaid after the students have qualified.

As the report on Investment in Education is referred to in the question, I should like to draw the Deputy's attention to paragraph 12.92 of that report. It reads as follows:

"The question of loan schemes has not been adverted to in this discussion. While such schemes operate in some countries, preliminary investigation showed that problems attached to them. Any suggestion for a scheme, if it were to be appropriate to Irish conditions, would require careful examination."

I am in agreement with the point of view expressed in that paragraph. The matter will receive due consideration in connection with an examination of all aspects of this report.

I am not aware of any promises such as those referred to in the Deputy's question.
