asked the Minister for Health if he proposes to take any action in relation to advertising on radio and television in regard to the sale of cigarettes; and if he has approached the manufacturers with a view to limiting their advertising on the same lines as in Britain.

As my predecessor in office explained to the House on 3rd November, 1964 (Dáil Debates, Vol. 212, Cols. 36 and 37) the tobacco manufacturers in this country, at my Department's request, introduced, at that time, a code of standards for cigarette advertising. The provisions of this code were agreed with my Department.

I do not propose at present to take any further action to limit the manufacturers in their advertising.

Could the Minister give us details of the code?

It was an agreed code of standards. For instance, a person featured in advertisements should be over 21 years, and it is voluntary. Advertisements should not present young people in romantic situations——

In mini-skirts.

——giving an obvious boost to the pleasures of smoking. For example, advertisements should not suggest that a young couple are alone.

Are the effects of tobacco greater?

This applies to cigarettes and there is no reference to pipe tobacco and cigars. In the main, this has been adhered to. Other matters are that the advertisements should not convey the impression that a grown-up should smoke cigarettes. Advertisements should not give the impression that smoking is sophisticated and glamorous. For example, glamorous situations should be avoided, in particular where they feature people of a certain distinction. Advertisements should not over-emphasise the pleasure of smoking, should not over-emphasise the inhalation and exhalation of smoking or should not over-exaggerate the enjoyment of smoking either by facial expression or mood.

(Cavan): Is the Minister satisfied that in fact the advertisements comply with these regulations?

I do not think that question is relevant. The remaining questions will appear on tomorrow's Order Paper.
