asked the Minister for Justice if he will take steps to ensure that slow-moving vehicles on four lane roads keep as near as safety permits to the left hand side of the road, in particular on the four lane sections of the road from Whitehall to Cloghran, Dublin.

Bye-law number 17 of the Road Traffic General Bye-Laws, 1964, requires that the driver of every type of vehicle shall drive as near to the left-hand side of the roadway as is necessary to allow, without danger or inconvenience to traffic or pedestrians, approaching traffic and overtaking traffic to pass him on his right.

The Garda are very conscious of the fact that horse-drawn and other slow-moving vehicles can cause considerable obstruction and delay to traffic and every opportunity is taken to emphasise to members of the Force the necessity to ensure, as far as possible that slow moving vehicles keep as close as practicable to the left-hand side of the roadway. Particular attention is paid to arterial roads through Dublin city and routes outside the city that carry heavy traffic.

The main Dublin-Belfast road, including the section from Whitehall to Cloghran, receives special attention from mobile patrols.
