asked the Minister for Transport and Power whether the ESB notify consumers when they are sub-contracting work or whether the consumer can be misled into believing that this work is carried out by the ESB themselves.

I am informed by the ESB that they sub-contract installation work only to individuals and firms whom they judge to be fully competent to carry out such work. Since the work is done to a board specification and the board assume responsibility for the installation, consumers are not necessarily notified that the work may be sub-contracted.

Would the Minister not agree that they should be?

Not necessarily.

The board who are the technical people responsible are satisfied as to the sub-contracting. I do not see any need to go the step further suggested by the Deputy.

It is all right to mislead the consumer as to who is doing the work?

So long as the people responsible are satisfied. This is what they are there for.

Does the Minister think that practice should continue?

The people doing the job have to be satisfied.

The Minister's attitude is clear.
