asked the Minister for Local Government whether he is aware of the indiscriminate dumping of offal and rubbish on roadsides in and around Dublin city; and whether he proposes introducing any measures to deal with this problem.

Responsibility for enforcement of the law relating to the dumping of refuse, as laid down in the Local Government (Sanitary Services) Acts, rests with the local sanitary authority concerned.

Can anything be done about it in Dublin? It is a disgrace to see dumping on the roadside between the city and Chapelizod. One sees people in cars dumping refuse. Every sort of dumping seems to be taking place in the Liffey, judging by the stench from that river where it flows through the city. There are dead animals and other things floating in it. Can nothing be done about it? Tourists are continually complaining, when they arrive in the capital, that they cannot stay near the centre of the city.

The Department has been in communication with the corporation. This falls to be dealt with under two Acts——

——the Sanitary Services Act and the Planning Act. We appreciate that litter dumping is a problem and steps are being taken to deal with it. In some parts of the city there are twice-weekly refuse collections.

For many decades the dispute about responsibility for cleaning the Liffey has prevented it from being cleaned.

There is no reference to the Liffey in this question.

I thought I heard it mentioned.

This refuse is thrown from the roadside into the Liffey.

The Liffey is between two roads. I think we have brought the Liffey into relevance.

There is a Bill going through the House dealing with that question.
