No. The intention is to debate No. 4 and when it concludes to take up No. 7. I cannot foretell whether any further debate will be needed by then. I thought the intention was to debate No. 4 and when that debate concludes to take up No. 7 but it might be that by then the question will be put and agreed to without further debate.
Will No. 4 cover the area of No. 7?
There might be some difficulty in that regard because the debate on No. 7 has begun already.
