asked the Minister for Local Government the action he proposes to take to ensure that loads being transported by road are properly secured so as to eliminate risk to other road users.

I would draw the Deputy's attention to the requirements as to the securing of loads on road vehicles which are contained in article 96 of the Road Traffic (Construction, Equipment and Use of Vehicles) Regulations, 1963. These requirements are adequate for their purpose. The onus of compliance with these requirements rests on the vehicle user.
