asked the Minister for Justice if it is proposed to amend the regulations governing the sale of alcohol so that sales may not be made in such premises as supermarkets.

First of all. I think I should make clear that the granting and renewing of licences for the sale of intoxicating liquor is governed by statute and what is suggested in the question could only be effected by statute. This aspect of the licensing laws has remained substantially unaltered since 1902 and in the interval a pattern of equities has become established by reason of which any proposal of the kind advocated could scarcely be implemented without compensation in one form or another.

Furthermore, premises of the kind referred to are far from being the only premises which sell liquor for consumption off the premises and there could be no guarantee that any prohibition on the sale of liquor in supermarkets would result in the elimination of abuses caused by the availability of liquor for that purpose.

I shall consider all the suggestions that have been made to me in regard to the licensing laws but I am not yet in a position to say what if any, legislation will be introduced in this area.

I am aware, of course, that alcohol is sold in other premises apart from supermarkets for consumption off the premises. The big difference is that in the supermarkets the liquor is for sale on open stands while in other off licences it is behind counters where young people cannot get it so easily. Also, in the case of supermarkets assistants are so busy that they cannot check the age of a person buying the alcohol——

Perhaps the Minister would look at this aspect of the matter?

I shall take note of what the Deputy has said. I am aware of the matters concerned.

Would the Minister agree that the major reason for the start of teenage drinking arises through the purchase of liquor in supermarkets?

I am not so aware.

It is a fact and the Minister should do something about it.
