The Budget provision of £46 million was to cover all increases in public service pay in 1977, that is standard increases under the 1977 national agreement and other pay increases given in conformity with the relevant clauses of the agreement.
The best estimate that can be made at this stage of the cost of the standard increases is £28 million. In addition, a liability of from £2 million to £3 million arises in respect of Labour Court recommendations and arbitration board findings covered by clause 9 of the agreement.
