asked the Minister for Industry, Commerce and Energy the consideration being given to aspects of thermal insulation such as building regulations, grant incentives, job creation implications, and so forth, in the context of the preparation of the Green Paper on energy policy; and the degree of importance he attaches to this issue.

: While I do not, at this stage, wish to anticipate the contents of the forthcoming Discussion Paper on Energy, I can tell the Deputy that all aspects of energy conservation including thermal insulation are being taken into account in the preparation of the document. I think there is general agreement that thermal insulation of buildings can make an important contribution to energy conservation.
