The matter in question occurred nearly a year-and-a-half ago. The complainant was informed of the Garda decision on the day after the complaint was made and, I understand, has not at any time since then suggested to the Garda that he was unaware of the situation. It would be inappropriate and contrary to established practice for me to comment in any way on the merits of the Garda decision.
