I take it that, by "manpower policies" the Deputy has mainly in mind policies relating to recruitment, training, staff development and staff complements. In these fields, while it would be expected that State-sponsored bodies would give proper attention to this aspect of their responsibilities and would also have regard to current Government policy, no control is exercised by the Minister for the Public Service.
