andMr. Boland asked the Minister for Health the amount and the percentage of their total funds received from sources other than Exchequer sources by each of the following, and the source of those funds (a) the Health Boards, (b) General Medical Services (Payments) Board, (c) Dublin Dental Hospital Board, (d) St. Luke's Hospital, (e) National Rehabilitation Board, (f) St. Laurence's Hospital Board, (g) the Board for the Employment of the Blind, (h) the Dublin Rheumatism Clinic, (i) James Connolly Memorial Hospital Board, (j) St. James's Hospital Board, and (k) Beaumont Hospital Board.

The information sought by the Deputy is set out in the following table. The figures may be subject to some adjustment when audited accounts are available for 1978.

andMr. Boland asked the Minister for Health if, in relation to the following bodies, which are wholly State financed, (a) the National Health Council, (b) Comhairle na nOspidéal, (c) National Drugs Advisory Board, (d) Council for Post-Graduate Medical and Dental Education, (e) Health Education Bureau, (f) Comhairle na Nimheanna, (g) National Social Service Council, (h) Hospitals Trust Board, (i) Cork Regional Hospital Board, (j) Dublin Regional Hospital Board and (k) Galway Regional Hospital Board, he will state in respect of each body, (1) the amount of State finance received by it in 1978 and the amount proposed for 1979, (2) if he as Minister is fully answerable to the Dáil for all their activities or, if not, the manner in which these bodies are answerable to the Dáil, (3) if they are obliged to publish an annual report and, if so, why this is not laid before the Houses of the Oireachtas, (4) if the same controls apply regarding the appointment of additional staff as apply to the Department itself or, if not, why and (5) the authority for the establishment of these bodies.

The information requested by the Deputy is as follows:

2. Accountability to Dáil

In the case of the statutory bodies the extent of their accountability to the Minister and the Dáil is set out in the respective Establishment Orders. The non-statutory bodies mentioned are funded from the Health Vote and the Minister is answerable to the Dáil for their activities.

3. Obligation to publish an annual report

There is no statutory obligation on any of the bodies mentioned to publish an annual report. In the case of the National Health Council, however, the legislation states that it may present an annual report to the Minister and that the Minister shall publish the report with such comments (if any) as he thinks fit. (Section 41 of the Health Act, 1953).

4. Controls regarding the appointment of additional staff

The appointment of additional staff to the Department is subject to control by the Minister for the Public Service. Similar controls as respects the bodies listed are exercised by the Minister for Health.
