Vol. 315 No. 2

Written Answers. - Social Welfare Benefits.

55.

asked the Minister for Social Welfare if he will arrange to have disability benefit paid to a person (details supplied) in Dublin.

Payment of disability benefit to the person concerned has been made, in advance of medical certification, to and including 16 June 1979.

She was in Canada on holidays with her sister from 10 September 1978 to 9 November 1978. Under the Social Welfare Acts a person who is absent from the State is disqualified for receipt of disability benefit except where regulations otherwise provide.

In the case of a person absent in a non-EEC country the regulations provide for payment of disability benefit only if the absence is for the specific purpose of receiving treatment for an incapacity which commenced before leaving the State. Disability benefit could not, therefore, be paid to the person concerned for the period during which she was on holidays in Canada.

56.

asked the Minister for Social Welfare if he will arrange to have a living alone allowance paid to a person (details supplied) in Dublin.

A living-alone allowance has been awarded to the person concerned with effect from 7 July 1978. An allowance order book payable from 6 April 1979, together with a payable order for the arrears due from 7 July 1978, is available at my Department's office, D'Olier House, D'Olier Street, Dublin 2, and may be collected by the pensioner at anytime during office hours.

57.

asked the Minister for Social Welfare if he will arrange to have unemployment benefit paid to a person (details supplied) in Dublin.

The person referred to by the Deputy last claimed unemployment benefit in September 1978. Her claim was disallowed by a deciding officer on the grounds that she was not available for work. She appealed against the disallowance but an appeals officer after an oral hearing of her case upheld the decision of the deciding officer and disallowed the appeal.

If there have been any changes in her circumstances and if the claimant feels that she is now available for employment she should re-apply for unemployment benefit at her local employment exchange.

58.

asked the Minister for Social Welfare if he will arrange to have pay-related benefit paid to a person (details supplied) in Dublin.

All pay-related benefit due to date, in addition to flat-rate disability benefit, has been issued to the person concerned.
