asked the Minister for the Environment if he has satisfied himself that the present fine chargeable in relation to wandering animals is adequate in real terms for 1980 and when these fines were last increased.

As regards the level of penalty under section 98 of the Road Traffic Act, 1961, fixed in that year, the adequacy of penalties under the Road Traffic Acts can be considered in connection with an appropriate amendment of those Acts, although I am advised that the existing maximum fines are seldom imposed. The Deputy may be aware that the Law Reform Commission are at present studying the general subject of civil liabilty for animals.
