asked the Minister for the Public Service the proportion of each Vote in the Book of Estimates which is attributable to staff costs in 1981 and in 1977.

The following are the proportions of each Vote which are attributable to provisions for public service pay and pensions in 1977 and 1981, i.e. the pay and pensions of civil servants, industrial civil servants, members of the Defence Forces, Garda, teachers and employees in the health area.

(a) For the purpose of the question, staff costs are taken to mean non-capital expenditure on public service pay and pensions as defined for budgetary purposes, i.e. the pay and pensions of civil servants, industrial civil servants, members of the Defence Forces, gardaí, teachers and employees in the health area.

(b) Appropriations-in-aid reduce the net vote below the staff costs.

(c) These Votes did not exist in 1977.

(d) The title of this Vote in 1977 was "Local Government".

(e) The title of this Vote in 1977 was "Industry and Commerce".

(f) The title of this Vote in 1977 was "Transport and Power".

(g) Expenditure on certain classes of staff in the health area was classified in 1977 as non-pay expenditure but is classified as pay expenditure in 1981.
