asked the Minister for Finance by how much the annual cost to the State of operating the system of motor registration will be exceeded by the revenue from the motor registration charges, as a result of the increase in the motor registration charge announced in the budget.

The total yield from registration charges on cars not exceeding 16 hp is estimated at £13.5 million in 1981, including £6 million from the recent budget increase. The total revenue from all motor vehicle duties, including driving licences, is estimated at £35 million in 1981. It is not possible to estimate the total cost to the State of motor vehicle registration. A sum of £2.7 million is included under subhead M of the Estimate for the Department of the Environment for 1981 in respect of certain related expenses but a breakdown of other relevant costs (e.g. staff and overhead costs of Departments and bodies involved in the administration and enforcement of the relevant legislation) is not available. It is not possible therefore to say by how much the revenue from the motor registration charges exceeds the cost of operating the system.
