asked the Minister for Social Welfare when a person (details supplied) in County Monaghan will be paid disability and pay-related benefits.

The person concerned was paid injury benefit for the full statutory period of 26 weeks from 18 June 1980 to 15 December 1980. After that date he became entitled to disability benefit and payment at the full appropriate rate has been made to 21 March 1981.

Due to an error in calculation he was underpaid pay-related benefit in respect of the period 2 July to 9 August 1980. An adjusting payment has now issued. The error is regretted.

asked the Minister for Social Welfare when a person (details supplied) in County Monaghan will be paid occupational injury benefit.

The person concerned claimed occupational injury benefit on 9 December 1980 in respect of an accident at work on 27 November 1980. Pending investigation of his claim to injury benefit, his entitlement to disability benefit on an interim basis was examined. He did not, however, satisfy the qualifying contribution conditions for disability benefit as according to the records of my Department he had less than 26 weeks of insurable employment since his entry into insurance.

The inquiries regarding his injury have now been completed and his claim to injury benefit has been allowed. Payment has been made to him in respect of the period from 27 November 1980 to 7 March 1981, the date of the latest medical evidence received.

asked the Minister for Social Welfare the reason for the delay in the payment of unemployment benefit to a person (details supplied) in County Kerry.

The person concerned claimed disability benefit in respect of the period 10 January 1981 to 13 February 1981, after which date she was certified fit to resume work. All disability benefit and pay-related benefit due was issued on 27 February 1981.

The delay in payment was due mainly to the change-over from insurance number system to RSI Numbers for the purpose of payment of benefit.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 3 February 1981 and was paid from 6 February, 1981 fourth day of incapacity at the maximum appropriate rate. All disability benefit and pay-related benefit, due to 7 March 1981 has issued.

The delay in payment is due to the fact that he is quoting an incorrect RSI Number on his medical certificates.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from the 21 July 1980 to 23 August, 1980 when he was certified fit to resume work. He was not qualified for payment at the time as, according to the records of my Department, he had not the necessary required minimum of 26 contributions paid since his entry into insurance. Following inquiries it has been established that he had in fact sufficient weeks of insurable employment to qualify him for benefit. Payment of all disability benefit due to 23 August 1980 has been made. The delay in payment was due to the fact the he failed to reply to repeated requests for details of the period during which he was in employment prior to his illness. When details of his earnings are available pay-related benefit, if due, will be paid.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed injury benefit on 5 January 1981 in respect of incapacity which he alleged was due to an accident at work on 18 November 1980.

Pending investigation of his claim he was paid disability benefit on an interim basis for the period from 5 January to 31 January 1981 when he was certified fit to resume work. As there is a conflict of evidence about the date of the accident further inquiries are necessary before a decision can be given on his injury benefit claim.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 7 January 1981 and payment has been made from 10 January, fourth day of incapacity, to 7 March 1981. Further payments will issue on receipt of medical certificates.

The question of her entitlement to pay-related benefit is being investigated and any benefit due will issue as soon as possible.

The delay in payment was due mainly to the change-over from the system of insurance numbers to RSI numbers for the purpose of payment of benefit.

asked the Minister for Social Welfare the reason for the delay in the payment of social welfare benefit to a person (details supplied) in County Cork.

The person concerned claimed injury benefit on 14 December 1980 in respect of incapacity due to an accident at work on 12 December 1980.

Pending investigation of the claim he was allowed disability benefit from 17 December 1980, fourth day of incapacity, on an interim basis. First payment which issued on 27 January 1981 included pay-related benefit from 27 December 1980, the 13th day of incapacity.

Following completion of the inquiries injury benefit was allowed on 5 February 1981 from 12 December 1980 and an adjusting payment of £216.52 was issued on 13 February 1981 in respect of the period up to 23 January 1981 less the amount of interim disability benefit already paid.

He has been paid the full amount of injury benefit and pay-related benefit due from 12 December 1980 to March 1981.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 17 December 1980. Payment of benefit could not be authorised as according to the records of my Department he had less than the required statutory minimum of 26 contributions, registered or credited, in 1978-79, the relevant governing contribution year.

Following inquiries it has been established that he had 46 paid contributions in 1979-80, the contribution year which governs payment from 5 January 1981. He is accordingly qualified for payment of disability benefit from that date. All disability benefit due from 5 January 1981 to 9 March 1981 was issued recently. He has been requested to furnish details of his earnings in 1978-79 in order that his entitlement to pay-related benefit can be determined. He failed to quote his RSI number on the medical certificates and other documents submitted in connection with his claim. The number quoted by the Deputy is not in fact his RSI number but his old insurance number.

asked the Minister for Social Welfare if he has made a decision on the payment of unemployment benefit to a person (details supplied) in County Cork; and, if so, when payment will be made.

The person concerned claimed unemployment benefit on her return from the United Kingdom, where she had worked for many years, and after having worked for only one day in this country after her return.

Under the relevant EEC Regulations an employment record in the United Kingdom cannot be invoked unless a claimant takes up full insurable employment since return to this country. A deciding officer had decided that the employment of the person concerned since her return to this country was insurable for occupational injury and health purposes only, which consequently does not allow her UK insurance record to be reckoned for unemployment benefit purposes. Consequently the person concerned is not entitled to unemployment benefit as she does not satisfy the statutory contribution conditions on her Irish insurance record.

asked the Minister for Social Welfare when the arrears of disability benefit will be paid in the case of a person (details supplied) in County Dublin.

The person concerned claimed disability benefit from 20 December 1980 and was paid from 24 December 1980, fourth day of incapacity, to 10 January 1981, after which date he was certified fit to resume work. He was also paid pay-related benefit from 3 January 1981, 13th day of incapacity.

His claim has been reviewed, however, and it has been ascertained that he was, in fact, underpaid pay-related benefit in respect of the period 24 December 1980 to 2 January 1981. An adjusting cheque was issued to him on 10 March 1981. The error is regretted.
