The term "directly productive", as used in my budget statement, refers to the economic investment programmes listed at Table 2.1 of the Government's Investment Plan 1981.
Investment under these programmes includes expenditure by the industrial promotion agencies, the Industrial Credit Company Ltd., Fóir Teoranta, Irish steel, Comhlucht Siúicre Éireann Teoranta, the Agricultural Credit Corporation Ltd., Bord Iascaigh Mhara and Bord Fáilte. Expenditure on arterial drainage, the Farm Modernisation Scheme, fishery harbour works and forest development is also included under the programmes.
