asked the Minister for the Environment if it is proposed to have a means test in order to qualify under the new house reconstruction grant scheme.

Full details of the new scheme will be announced shortly. The issue raised by the Deputy will be covered in the announcement.

On 7 July I asked the Minister if there would be a strict means test for applicants under this scheme and I was told that there would be a £30 valuation limit. In case any misleading information is being issued, perhaps unintentionally, I would ask the Minister to clarify the position regarding a possible means test under this scheme.

I am at present reviewing the scheme and will announce details shortly. Earlier this month I indicated to the Deputy that there would be a limit of £30 valuation. There will not be any deviation from that and there will be no question of a reduction in the £30 valuation. I intend to examine the scheme as a whole and will announce details shortly.

I cannot be satisfied with that reply, nor would the public in general. Will the Minister state categorically that there will be a means test attached to the scheme and that the £30 valuation will not be the only financial criterion involved?

I reiterate that details of this scheme will be announced shortly and all aspects will be covered. That is as far as I will go at present.
