Any delay in processing this case arises from the failure of the applicant to submit the necessary documents with his application form. The documents have now been received. An inspection will be carried out as soon as possible.

The file in this case is with the inspector for a report with a view to payment of a grant, if in order. In the absence of the file it is not possible to explain what delay, if any, occurred in referring the file for inspection.
