The statistical information available to my Department relates only to tender prices which do not include land acquisition or miscellaneous costs and may not include the cost of site development where carried out under a separate contract. Further average prices for different years may not be fully comparable for a number of reasons, including variations in the mix of dwellings as between houses and flats, houses built on virgin sites and houses in inner-urban areas, etc. Subject to these qualifications average tender costs of typical local authority dwellings in urban and rural areas since 1973 have been as follows:
