asked the Minister for Labour (a) if a review is being undertaken into the rate services etc. of AnCO or a division thereof; (b) the composition of the review group; the Departments they are from, and their grades/status; (c) the terms of reference of this review; (d) the date it commenced and the expected completion date; (e) whether the report of this review will be laid before the Dáil; and (f) if he will make a statement on the matter.

A review of AnCO is at present being undertaken. The review is being carried out under the guidance of a steering group composed of two Assistant Secretaries and one Principal from the Department of Labour, an Assistant Secretary from the Department of the Public Service, a Principal from the Department of Finance and the Deputy Director General of AnCO. The detailed work is being carried out by a working group representative of the three Departments named — a Principal and Assistant Principal from the Department of Labour and an Assistant Principal each from the Departments of the Public Service and Finance.

The terms of reference of the review are as follows:

To review and report to the Minister for Labour on the functions and operations of AnCO from the point of view of cost and efficiency and having regard to the statutory functions of AnCO and the development and growth of the organisation since it was set up.

The Team should, if they think fit; make recommendations for changes in the operations of AnCO or in the way these operations are carried out which might assist the development of the functions assigned to AnCO and/or lead to better use of available resources.

The work on the review exercise commenced when the terms of reference were agreed in November 1982. Because of the comprehensive nature of the review, it is expected that it will take another 18 months-two years to complete.

It is not proposed to make the report generally available as the review is for internal purposes.
