asked the Minister for Posts and Telegraphs when a telephone service will be provided for a person (details supplied) in Dublin 6 as she applied two years ago.

I very much regret the delay in providing telephone service for the person named. However, it will not be possible to meet this application until necessary additional engineering work is carried out. The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service nationally in terms of both quality and availability by the end of 1984 and it is expected that service will be provided for the person named in about six months.

asked the Minister for Posts and Telegraphs when a telephone service will be provided for a person (details supplied) in Dublin 6 as she lives alone.

It is expected that telephone service will be provided for the person named within about a month. I very much regret the delay in providing telephones. However, within a year the vast bulk of applications will be met on demand.

asked the Minister for Posts and Telegraphs if a telephone service will be repaired immediately for a doctor (details supplied) in Dublin 8.

asked the Minister for Posts and Telegraphs if he will transfer the telephone booth at Marrowbone Lane, Cork Street, Dublin to the Maryland area because of the continuing vandalisation of it.

The question of re-siting the kiosk at Marrowbone Lane, Cork Street is being examined. The Deputy will be communicated with as soon as the results of the survey become available.

asked the Minister for Posts and Telegraphs when a telephone service will be provided for a person (details supplied) in County Dublin; and if it will be expedited as she applied over four years ago, is elderly, lives alone and is in urgent need of service.

Service will be provided for the person named as soon as the necessary additional engineering work can be carried out. The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service nationally in terms of both quality and availability by the end of 1984 and it is expected that service will be provided for the person named about the middle of next year.

asked the Minister for Posts and Telegraphs the reason a telephone kiosk has not been provided at Ballinure, Thurles, County Tipperary; and when it will be provided.

Ballinure is not included in the current programme. Its merits will be considered in due course when the 1984 programme is being drawn up.

asked the Minister for Posts and Telegraphs if he will provide a public telephone kiosk at Onaght, Inishmore, Aran Islands, County Galway instead of at Bungabhla as previously proposed.

The question of transferring the proposed kiosk from Onaght to Bungabhla is being examined. The Deputy will be communicated with as soon as the results of the survey become available.

asked the Minister for Posts and Telegraphs the reason the telephone of a person (details supplied) in County Dublin has been out of order on eight occasions during the course of the past 12 months; the reason that on two occasions it has taken over one week for a proper service to be restored; and if he will give an assurance that the subscriber's telephone will be repaired immediately should it break down again.

Records show that the faults were repaired quickly except for an intermittent fault which was reported on 16 June and which was not fully cleared for some weeks. The faults in the subscriber's service have been due to a series of minor problems, virtually all of which affected the insulation on his line. A major overhaul of the line was carried out in September and the linework to his house was renewed. A separate fault affecting the subscriber's apparatus was reported on 4 November and cleared on 8 November. Arrangements are being made to have the line and subscriber's apparatus specially checked again.

As the subscriber is a consultant on call he is being afforded Priority A status for fault repairs which should ensure a speedy response to any future fault reports.

asked the Minister for Posts and Telegraphs the reason a person (details supplied) in Dublin 14 has been excessively billed for telephone calls during the period October 1982 to October 1983; how his Department calculated that the number of local telephone calls made during this period for a domestic telephone came to a total of 6,623; and the credit his Department intend to grant to him in respect of the telephone accounts he had received for this number of calls having regard to the fact that he was recently advised that there was a fault on his telephone line, and to the fact that his telephone was out of order on a number of occasions during the course of this period.

Inquiries in this case are still continuing but it is expected the investigations will be completed within the next few weeks.

The total of 6,623 units is in respect of five quarterly accounts and is for all dialled calls — international and trunk — as well as local calls.

A sum equivalent to four weeks rental was allowed in the accounts earlier this year in respect of service difficulties during November-December 1982 and a further amount equivalent to one month's rental will be allowed in the next account in respect of service difficulties in the period March-April 1983.

asked the Minister for Posts and Telegraphs if he will arrange for the broken door on the telephone kiosk situated in Broadford Estate, Dublin, to be replaced.

The delay in replacing the door of the Kiosk has been due to the fact that the particular spares needed to do so have not been available. The door will be replaced as soon as the necessary stores are received. Every effort will be made to have work completed as soon as possible.

asked the Minister for Posts and Telegraphs when a telephone service will be transferred for a firm (details supplied) in County Dublin; and if he will treat this case as a matter of urgency.

A survey is being carried out to ascertain when it will be possible to provide telephone service for the firm named. The firm will be contacted as soon as the result of the survey is available.

asked the Minister for Posts and Telegraphs if he will outline his plans for an automatic telephone service in all areas of County Leitrim.

Carrick-on-Shannon and Leitrim exchanges will be converted to automatic service on 29 and 30 November respectively. Manorhamilton and Glenade are scheduled for conversion in December, to be followed by Drumsna, Glenfarne and Kiltyclogher early next year.

It is expected that Ballinamore, Drumshanbo, Aghacashel and Keshcarrigan will be converted in the period April-June and the then remaining exchanges, that is, Mohill, Cloone, Dromod, Dowra and Drumkeeran during the second half of next year.

It had been expected that some of these exchanges would be converted to automatic working this year but this is now unlikely because of difficulties experienced by some contractors in meeting commitments.

asked the Minister for Posts and Telegraphs when a telephone service will be repaired for a person (details supplied) in Dublin 2 as it has been out of order since 3 October 1983.

Two visits were made to the subscriber's premises by technical staff, the second visit being made on 26 October in response to an appointment made by her. As access to the premises could not be obtained on either occasion a card was left for the subscriber to make an appointment. As soon as the second card is returned by the subscriber with a fresh date for an appointment a further visit will be made by technical staff to clear the fault.

asked the Minister for Posts and Telegraphs if he will arrange immediately to have faults corrected on the telephone lines into Edenderry, County Offaly, as the lines have been breaking down for the last month causing great inconvenience to business people and the community in general and leading to very costly telephone accounts; and if he will make a statement on the matter.

An intermittent fault on the co-axial cable serving Edenderry has affected service over the past month. This is expected to be cleared in a day or so.

Provision of a new co-axial cable between Dublin and Enfield is expected to be completed within the next two months. This will serve as a stand-by in case of further difficulties with the present cable.

asked the Minister for Posts and Telegraphs when a business telephone service will be provided for a person (details supplied) in Dublin 8.

Service will be provided for the person named as soon as it is possible to do so but it is unlikely that the necessary cabling can be completed before the middle of next year.

It was expected that service would be provided earlier. Unfortunately it was not possible to do so because of the need to divert staff to other urgent work.

I very much regret the delay in providing telephones. However by the end of 1984 the vast bulk of applications will be met on demand.

asked the Minister for Posts and Telegraphs if he is aware of the injustice and inconvenience being endured by a person (details supplied) in Dublin 11 who has been waiting for over five years for a business telephone service; and if he will make a statement on the matter.

andMr. MacSharry asked the Minister for Posts and Telegraphs if he has received the report from the arbitration group set up to investigate the pay and conditions of postmasters of sub-post offices; their recommendations; and if he accepts them.

The report has been received. In accordance with the provisions of the scheme of conciliation and arbitration for postmasters, the report will be presented to the Dáil, signifying the Government's intention in relation to the recommendations. This will be done as soon as possible.

asked the Minister for Posts and Telegraphs when it is proposed to erect a telephone kiosk at Craignahona, Carndonagh, County Donegal.

It is expected that the kiosk planned for Craignahona will be erected during 1984.

asked the Minister for Posts and Telegraphs if his Department will as a matter of urgency investigate the enormous number of exorbitant accounts issued to subscribers in the Rosslare Harbour area, County Wexford, in the past year; and if he will make a statement on the matter.

I do not accept that exorbitant accounts were issued to subscribers in Rosslare Harbour over the past year. In fact the average telephone account per subscriber issued in the Rosslare Harbour area during the four quarters of 1983 showed an increase of only about 4 per cent over those issued in the four quarters of 1982 when increases in charges are discounted.

A technical fault lasting eight days caused by a contractor installing new digitial terminal equipment in the local exchange in May 1983 may have caused some over-metering for about 50 per cent of subscribers as reflected in their July/September 1983 accounts. The accounts in question have been adjusted and the subscribers are being advised.

I am assured that the meters at Rosslare Harbour Exchange have been recording accurately apart from the one occasion referred to.

asked the Minister for Posts and Telegraphs if his Department will as a matter of urgency investigate the enormous number of exorbitant accounts issued to subscribers in the Rosslare area, County Wexford, in the past year; and if he will make a statement on the matter.

I do not accept that exorbitant accounts have been issued to subscribers in the Rosslare Strand area over the past year. In fact the average accounts issued to subscribers in the area in the four quarters of 1983 were marginally lower than those issued in the four quarters of 1982 when increases in charges are discounted.

asked the Minister for Posts and Telegraphs if a telephone service will be repaired immediately for a person (details supplied) in Dublin 14 as it has been out of order for four weeks.

Service will be restored in a day or so.

asked the Minister for Posts and Telegraphs when a telephone will be installed for a person (details supplied) in County Tipperary as she applied many years ago and paid the installation fee a few months ago.

It is expected that service will be provided within about a month. I very much regret the delay in providing telephones. However, within a year the vast bulk of applications will be met on demand.

asked the Minister for Posts and Telegraphs when a telephone will be installed for a person (details supplied) in County Wexford.

It has not been possible in the time available to trace an application on behalf of the person named. If the Deputy can furnish additional information about the application e.g. when and where the application was made further efforts will be made to trace it.

Additional telephone lines will be provided for the firm named as soon as possible but it is unlikely that the necessary cabling can be completed for another six months.

Annaghdown is not included in this year's programme. Its merits will be considered in due course when the 1984 programme is being drawn up.
