asked the Minister for Fisheries and Forestry if he will itemise the following projects, showing in respect of each individual project (a) its location, (b) the amount of the EEC funding granted and (c) the employment potential: (1) the 11 fish processing projects approved for EEC FEOGA aid in 1983, (2) the 73 Irish applications approved in 1983 for FEOGA grant aid for fishing vessels and (3) the five acquaculture projects approved in 1983 for FEOGA grant aid.

The information requested is presented in tabular form as follows:

asked the Minister for Fisheries and Forestry, following on the decision of the European Council in January 1983 when it was decided to allocate 250 million ECUs to formulate structural policy in the fisheries sector over a three-year period, the plans the Government have to participate in the restructuring of the fishing fleet and improvement of productivity in the fisheries sector; and in relation to this, the current situation in regard to each of the following: (1) adjustment of fishing capacities, (2) experimental fishing and joint projects, (3) construction and modernisation of boats and (4) aquaculture.

asked the Minister for Fisheries and Forestry, in the light of the availability of EEC finance for development under the common fisheries policy, the position in regard to the following: (1) plans for exploratory fishing and (2) schemes for the temporary laying up or scrapping of vessels.

I propose to take Questions Nos. 419 and 421 together.

While the EEC Council of Ministers agreed in January 1983 to allocate 250 million ECUS for structural projects in the fisheries sector the relevant regulation giving effect to this was not adopted by the Council until October 1983 and indeed in the case of exploratory fishing further detailed implementing regulations were not adopted by the EC Commission until May 1984.

The following is the present position in regard to the points referred to in the questions:

(1) The introduction of arrangements here for implementing the scheme of adjustment of fishing capacity (i.e. permanent or temporary withdrawal) is currently under examination in the light of the composition, structure and state of development of our fleet.

(2) The sum provided for aid for exploratory fishing by the EEC was 11 million ECUs. The aid is available only in respect of a limited number of species of fish (including blue whiting and horse-mackerel) in specified fishing areas, including ICES areas VIa and VII b, c, g, h, j and k. No applications have been received to date from Irish fishermen for aid under this scheme.

(3) EEC aid under the scheme of joint ventures is confined to such projects entered into with countries either in the Mediterranean basin or the west coast of Africa and is thus of little interest to Irish fishermen.

(4) A sum of 118 million ECUs was provided by the Community for the scheme for the construction and modernisation of vessels. Many Irish fishermen have obtained EEC aid in the past for vessel construction and modernisation. Applications continue to be received for such aid and are referred to the EEC Commission for consideration in the normal way. Following a recent amendment of the marine grant scheme of An Bord lascaigh Mhara, applications can now be made for EEC aid for the building or modernisation of vessels up to 33 metres in length.

(5) The amount provided by the Community for aquaculture was 44 million ECUs. Irish aquaculture projects have in the past qualified for EEC grant aid. New applications for such aid continue to be received and are referred in the normal way to the EC Commission for consideration.
