asked the Minister for the Public Service the total amount paid by his Department for the year 1984 in respect of public relations and consultancy fees, indicating the name of the public relations or consultancy company to which such fees were paid.

Total expenditure on consultancy services in 1984 was £200,859 which was made up as follows: Administrative Research, £112,114; Civil Service Training, £45,492; Management Services, £17,141; Public relations, £19,188; Miscellaneous, £6,924.

This expenditure included fees paid not only to consultancy firms but also to other institutions and individuals who were engaged to provide a variety of services. For example, a total of £151,680 was paid to the Institute of Public Administration in respect of administrative research projects and commissioned training courses. Public Relations of Ireland Ltd were engaged to provide a public relations service aimed at improving the image of the civil service. The only consultancy firms which were engaged during the course of the year were PA Consulting Services Ltd, Sheppard Moscow and Associates Ltd and the Economist Intelligence Unit.
