In regard to the Higher Education Authority, the National Council for Educational Awards and the National Institutes for Higher Education at Dublin and Limerick, the Deputy's attention is directed to the reply to Question No. 729 of 30 April 1985. asked the Minister for Education the names of the members of each non-statutory body or committee under the aegis of her Department established since 1 January 1980; the date of the first appointment of each such body or committee; the terms of reference or objectives in each case; and the date on which each body or committee reported or the date on which a report of each such body or committee is expected.

The information sought by the Deputy is as follows: A working party was established in 1980 by the Minister for Education and the Minister for Health and Social Welfare, with the following terms of reference: (1) To examine the educational and training needs of children with severe and profound mental handicap. (2) To consider the nature of the personnel necessary to meet these needs. (3) To make appropriate recommendations to the Minister for Education and the Minister for Health and Social Welfare.

The Report of a Working Party was published in January 1983.

(2) The Review Body on Teachers' Pay was set up in accordance with a Government decision dated 28 March 1980.

The terms of reference were:—

A (1) To examine and report on the levels of salary and allowances of teachers on the common basic scale taking cognisance of the circumstances of other groups with comparable professional qualifications and responsibilities;

(2) To have regard in the overall assessment of salary levels, allowances and promotion opportunities to the nature and conditions of their work including hours of work and length of school year, and the role and value of the teacher in society;

(3) To make an interim report by 30 September 1980;

(4) To submit the final report and recommendations by 31 January 1981.

B To make recommendations in regard to the procedure for the determination and review of the conditions on which persons may be appointed in various capacities for work in connection with the Certificate Examinations of the Department of Education, including the rates of payment for such work.

The Review Body submitted an interim report on 22 September 1980. It did not submit any further report.

(3) The Board of Management of Cuan Mhuire Remand and Assessment Centre, Collins Avenue, Whitehall, Dublin 9 was established on 22 September 1983. Cuan Mhuire is a remand and assessment centre for girls who are either referred by the Courts or by the health boards for a three week period.

The Board of Management of the Oberstown Youth Centre, Lusk, County Dublin was appointed from 1 September 1984. Oberstown Youth Centre comprises two certified reformatory schools for young offenders, viz., Trinity House School and Scoil Ard Mhuire. Trinity House School is a secure school and caters for up to 30 very seriously disturbed boys. Scoil Ard Mhuire is an "open" school and caters for much less severely disturbed youths.

The boards of management of both the above centres are responsible to the Minister for the day to day operation of their centre. The boards meet monthly and minutes of these meetings are submitted to the Department. The boards are composed of the following:

(7) The Curriculum and Examinations Board

(a) The inagural meeting of this Board was held on 23 January 1984.

(b) The terms of reference requires the Board to report to the Minister on all matters relating to the structure and content of the curriculum at first and second level and also to report on methods and modes of assessment and certification.
