asked the Minister for Industry, Trade, Commerce and Tourism the action he intends to take to tackle the increasing difficulty of business owners in obtaining business insurance in Dublin city centre.

I am aware of the problems which the lack of insurance cover can cause for businesses and I sympathise with those facing such difficulties. My primary (and statutory) concern in supervising insurance, however, relates to the solvency of insurers. I cannot compel an insurer to underwrite a particular risk or to underwrite it on particular terms. This must be left to the insurers commercial judgment. Nonetheless, within these limits, my Department will examine cases referred to them of difficulty in getting cover, to see what can be done. In the final analysis, if a risk is uninsurable it is not within my powers to alter that fact.
