asked the Minister for Labour if he will amend the regulations to take account of a person (details supplied) in County Dublin who has been refused unemployment assistance and subsequently was ineligible for the employment incentive scheme; and if he will make a statement on the matter.

To qualify for recruitment under the employment incentive scheme, a person must be unemployed on a full time basis. The mechanism for establishing this is through signing on the live register for the required number of weeks before recruitment. In addition, the recruited person must be employed on a full time basis. In the case in question, it is understood that the person concerned is not unemployed but is on short time working hours since the beginning of February 1986. The scheme does not cater for short time employees or short time employment and I would not agree to adapting it to do so.
