asked the Minister for the Environment if he will make a statement indicating the cause of the long delay in making an allocation to Kerry County Council for new house starts in 1986.

There has been no delay in notifying Kerry County Council of their capital allocation for new house starts in 1986.

Heretofore, local authorities were allocated housing capital in two stages, viz. the initial allocation, usually in April, to cover existing commitments on their programmes and some new work to start early in the year, and an additional allocation, usually in June, to cover new works expected to commence later in the year.

This year, local authorities were requested to furnish one claim covering their overall estimated capital requirements for 1986 and I expect to be in a position to notify the allocations to the authorities in the near future.
