asked the Minister for the Environment, the proposals, if any, he has for the introduction or legislation to prevent the publication of opinion polls in the run-up period to elections or referenda, as is the case in many other countries; his views on the opinion of political scientists and others who maintain that the publication of such polls/data has a subliminal effect on the electorate and as such should be banned; and if he will make a statement on the matter.

As I am sure the Deputy will agree, a myriad of different factors could be adduced as having subliminal effect on the electorate. It would not be practicable nor, I suspect, acceptable, to attempt to ban or prohibit the full range of such factors.

The question of legislation governing the general conduct of elections, referenda etc., is kept under continuous review within my Department and the Deputy's suggestion will be examined in that context.
