asked the Minister for Health if it is necessary for a health agency to have his sanction to reach agreement with a commercial bank on funding; if this is a departure from the normal practice; if he is aware of any such agreement being negotiated; and if he will make a statement on the matter.

As provided in the Health Act, 1970, I have the responsibility for approving bank overdraft levels in respect of health boards. In this regard boards have received my approval, in the normal way, to incur overdraft to agreed levels consistent with their needs and within the limits of the overall revenue allocations. The position is, of course, under continuous review.

I am not aware of any arrangements for funding other than that outlined above.
