asked the Minister for the Public Service the reason his Department did not make a submission to the Whitaker committee on the prisons especially when a major part of their terms of reference related to staffing matters in the public service.

Having considered the broad scope of the terms of reference of the committee, all aspects of which directly or indirectly impinge on staffing matters, the Department took the view that as far as it was concerned the committee should proceed with its independent assessment of the situation on the basis of the factual information made available to it.
