asked the Minister for Finance the reason an Office of Public Works pension is not being paid to a person (details supplied) in County Offaly who was refused redundancy terms in 1970, became ill in 1973 and subsequently had to give up work in the Office of Public Works, despite the fact that a pension scheme became applicable in 1975.

I am advised by the Commissioners of Public Works that following a brief period of employment in 1954, the person concerned (details supplied) was employed from 14 May 1962 to 15 November 1968 on the Inny drainage scheme. Then, as an alternative to being made redundant, he opted for employment on the Brosna drainage maintenance scheme. He was employed on the Brosna scheme from 25 November 1968 until 13 July 1973 when, according to the commissioners' records, he left his employment of his own accord.

Under the non-contributory pension scheme for non-established State employees only persons who were actually employed on or after 1 October 1975 qualify for payment of a preserved pension and lump sum at age 65. The person in question does not fall into this category and therefore, does not qualify for a preserved pension or lump sum.

asked the Minister for Finance the respective figures for annual pensions payable to public servants on (a) modified PRSI, category 3 (b) full PRSI, category 4, under the terms of the voluntary redundancy scheme outlined in reply to Parliamentary Questions Nos. 77, 78 and 79 of 5 November 1987 and who have (c) 5 (d) 10 (e) 15 (f) 20 (g) 25 years service and income of (h) £8,000 (i) £12,000 (j) £16,000 (k) £20,000 (l) £24,000 per annum; in the case of those in category (b) above the amounts topped-up under the arrangements set out in note (ii) of the scheme; and, in the event of substantial differences between the comparative amounts payable, if he will make a statement on the matter.

The figures requested by the Deputy are set out in the following table.

In relation to the differences mentioned in the question, it should be noted that the figures do not take account of (i) payments under the Redundancy Payments Acts (ii) Social Welfare Unemployment Benefit or (iii) Social Welfare Retirement Pension, to which public servants on full PRSI are entitled.
