asked the Minister for the Marine the number of positions in his Department vacant as a result of the restriction on promotions within the Civil Service; and if it is envisaged that any or all of these will be filled within the foreseeable future.

Six positions in my Department are vacant as a result of the restrictions on promotions with the civil service since March, 1987. It is proposed to fill one post shortly and it is envisaged that some others will be filled either by redeployment from within the Public Service, or by internal promotion.
