asked the Minister for the Environment when he will provide the necessary financial resources to Clare County Council to carry out essential repair work to the Clare coastline following the storm as outlined in a submission to his Department, as the minimum works at present being carried out are inadequate.

143.

asked the Minister for the Environment if his attention has been drawn to the serious structural damage caused by storm this year to Mullaghmore harbour, County Sligo and to sea protection walls at Roughley, Strandhill, County Sligo; to the fact that Sligo County Council have no money to carry out the urgently needed repairs; that the county council have failed to obtain any EC funding for the repair work; and if, in view of this, he will reconsider the earlier refusal of his Department to provide funds and make money available for the most essential repairs.

I propose to take Questions Nos. 126 and 143 together.

There are no funds at my disposal which can be allocated for the purposes mentioned. It is open to the local authorities concerned, subject to my approval and within the constraints of the Public Capital Programme, to borrow for the purpose of coastal repair works. In fact, approval was given to Clare County Council on 29 April 1988 to the raising of a loan of £150,000 for the purpose of remedial works at Lahinch and Kilkee.
