asked the Minister for Health the guidelines used by the health boards for carrying out means tests for disabled person's maintenance allowance; and the way in which these guidelines differ from the Department of Social Welfare's means tests.

Health boards are required by regulations to have regard to the means only of the applicant and spouse, if any, and any supplementary welfare allowance must be disregarded. Otherwise health boards are allowed discretion in the assessment of entitlement and in decision on amounts to be granted but in general the Department of Social Welfare guidelines are used.
