asked the Minister for Justice if he favours the proposal made by the Chancellor of the Federal Republic of Germany for the establishment of a European equivalent of the Federal Bureau of Investigation.

Chancellor Kohl's recent remarks on this subject were made in the context of the proposed removal of border controls within the European Community in 1992, and of action to be taken at European level to deal with terrorism, illegal drug trafficking and international organised crime. In that context he raised the question of whether the Community might not learn from the experience of the United States where, after a long period of restriction of police jurisdiction to individual States, it was considered necessary to create a Federal Police Force to deal with certain areas of crime.

The Chancellor was putting forward an idea rather than any definite proposal. The matter would need to be considered in much greater detail by the appropriate Community forum before any conclusion could be reached in relation to it.
