asked the Minister for Education the steps she has taken towards recognising the right of primary teachers with a three year qualification from other EC countries to teach in Irish primary schools; and if she will make a statement on the matter.

Applications from nationals of member states of the European Community for recognition as primary teachers here are assessed individually on the basis of equivalence with the qualifications required in this country. However, on 21 December last the Council of the European Community adopted a directive on a general system for the recognition of higher education diplomas awarded on completion of professional education and training of at least three years' duration. This directive must be implemented by early 1991 and would require the recognition of teachers with three or more years' training from other Community member states. This recognition would be subject, where necessary, to compensating mechanisms as provided for in the directive as well as to the possession of the necessary linguistic competence for teaching here.
