asked the Minister for Justice if he has considered the proposal made in the editorial of the January 1989 issue of the Garda Review, which called for the establishment of a special, fully-equipped unit within the Garda to deal with high security duties; if he will give his reaction to this proposal; and if he will make a statement on the matter.

I do not consider that I can reasonably be expected to respond, by way of answer to a parliamentary question, to every suggestion that is made publicly about policing policy. The issue raised in the Garda Review editorial referred to requires professional assessment by the Garda officers to whom responsibility for such matters is entrusted. I have been in touch with the Garda authorities about it and I propose to reserve judgment until I have their considered views on the subject.
